
MINSK, 4 April (BelTA) – A large-scale survey “Public Expectations and Development Priorities Within Next Five Years” will be conducted in Belarus with the help of the Belarusian Institute for Strategic Research (BISR), BelTA as learned.
“On the prime minister’s behalf, the BISR acts as an organizer and supervisor of a survey, the task of which is to study public opinion on the Belarusian social and economic development program 2026-2030. We are looking into the matter not so much from the economic point of view as from the expectations of the community. The People's Five-Year Plan project seek the same purposes. The Belarusian Patriotic Forces Headquarters launched the project at the end of last year. The organizers received up to 3,000 proposals to improve the life of the country. We want to continue this project, to bring it to a new level and are creating the necessary infrastructure for this,” BISR Director Oleg Makarov told a press conference.
In his words, such studies have never been conducted prior to the development of the country’s social and economic development program. “This is the first time the government is applying this innovative approach to work out a roadmap for the country's five-year development plan,” the BISR director stressed.
The survey will be conducted on 4-21 April. It will consist of door-to-door and online strategies. The online survey will be run on the online platform Merkavanne.bel. The research will be conducted from 4 to 16 April. The results of the survey will also include citizens' proposals, which will be submitted to the online platform People's Five-Year Plan.
Head of the Department of Economic Sociology and Psychology of Entrepreneurial Activity, head of the Center for Social and Humanitarian Research of Belarusian State Economic University Irina Lashuk told the media how the survey will be held. “Our sample is representative by gender, age, region of residence, and type of settlement. This means that the opinion of all residents of the country will be taken into account. We have a strictly calculated sample in accordance with the 2019 census. All the questionnaires have already been printed. We will distribute them to the interviewers and tomorrow they will will start working. Once collected, the information will be sent to our center. The center will work on the received data, conduct its mathematical and statistical verification. The information will then be sent to the BISR. The data will be summarized and turned into specific proposals that will be taken into account in the development of the country’s social and economic development program for the next five years,” she said.
According to Irina Lashuk, the offline survey will involve 1,500 respondents. At least 25,000 people will be polled online.
BISR analyst Yekaterina Rezanova commented on the features of the online survey: “The online survey will be identical to the national survey in the offline format. We will ask respondents about demographic security, innovations in industry, agro-industrial complex, housing policy. We will also ask issues related to landscaping and public amenities, as well as communication between the authorities and the community.”
BISR analyst Yekaterina Rechits dwelled on the issue of studying people’s proposals on the People's Five-Year Plan online platform. "The platform, in fact, is a logical continuation of the dialogue platforms held in the run-up to the Belarusian People's Congress and the collection of people’s proposals during the work on the draft of the new Constitution. Therefore, it is natural to use it when working on the concept of the social and economic development program for the next five years. The platform is user-friendly. It is possible to share opinions on any topic anonymously. There are no pre-arranged questions. This makes it possible to identify not only public opinion, but also proposals and initiatives that are aimed at achieving an ideal image of the future. The most important thing is people’s participation. Thus, people increase their social activity, motivation, initiative and responsibility, involvement in the future of their country,” the analyst said.
