MINSK, 25 October (BelTA) - Belarus has signed the UN Convention against Cybercrime, BelTA learned from the Belarusian Internal Affairs Ministry.
A delegation from the Belarusian Internal Affairs Ministry, led by Minister Ivan Kubrakov, is on an official visit to Vietnam. A high-level United Nations conference was held in Hanoi. President Luong Cuong of Vietnam and UN Secretary-General António Guterres welcomed the foreign delegations and thanked them for their joint efforts in the fight against crime.
In accordance with the authority granted by head of state’s Decree No. 326 of 9 September 2025, Ivan Kubrakov took part in the signing of the UN Convention against Cybercrime.

The document was signed by more than 100 countries. It is designed to strengthen international cooperation in combating crimes in the field of information technology. Specifically, it provides for access to 24/7 data exchange and the ability to request mutual assistance in investigations and legal proceedings. Governments will gain more powerful tools to protect children and assist victims of cybercrime.
The Belarusian minister also held a number of negotiations with colleagues from other countries on practical interaction between law enforcement agencies.
As part of the visit of the Belarusian Internal Affairs Ministry delegation to Vietnam, Internal Affairs Minister Ivan Kubrakov held a meeting with General Secretary of the Communist Party of Vietnam To Lam.
The parties discussed issues of combating transnational crime, terrorism, extremism, cybercrime, drug trafficking, illegal migration, as well as cooperation in the social and economic sector.
Ivan Kubrakov also met with Vietnam's Minister of Public Security Luong Tam Quang. They identified areas for interaction in personnel training, combating high-tech crime, exchanging delegations and experts, cooperation between special units, and the potential supply of uniforms and equipment produced by Belarusian enterprises.
A working meeting between Ivan Kubrakov and Director of the Ho Chi Minh City Public Security Department Mai Hoang is scheduled for tomorrow.
