Belarus, Russia to continue joint investigation into criminal fraud cases

MINSK, 11 December (BelTA) – Moscow played host to a working meeting between the Investigative Committee of Belarus and the Investigative Department of the Ministry of Internal Affairs of Russia. The Belarusian delegation was headed by First Deputy Chairman of the Investigative Committee Oleg Shandarovich, BelTA learned from the press service of the Investigative Committee.

The parties discussed the progress and results of the parallel investigation by Belarusian and Russian investigative units of criminal cases against the organized criminal groups consisting of citizens of Belarus and Russia. 

Building upon the topic of official information exchange, the parties conducted a detailed analysis of the interim performance by three joint Belarusian-Russian investigative-operational groups. These groups were established to investigate criminal cases related to large-scale fraudulent embezzlement of funds and the illicit trafficking of narcotic substances.

The meeting participants focused on synchronizing efforts to suppress transnational criminal schemes, discussed specific cases of seizure of illegally obtained assets and looked into the issues related to victim compensation. Particular attention was paid to improving mechanisms for the prompt exchange of information necessary for effectively combating cybercrime.

Oleg Shandarovich lauded bilateral cooperation and interaction. “Based on the collected evidence, thanks to effective coordination, investigators from the Main Directorate for Digital Development of Preliminary Investigation have completed the investigation of a criminal case involving 55 defendants accused of fraud through a call center. The case has been sent to court," he emphasized.

Sergei Gamko, the deputy head of the Directorate for Digital Development of Preliminary Investigation of the Investigative Committee of Belarus, stated that Belarusian investigators are establishing the circumstances of the fraudulent acquisition of funds, where the victims are citizens of the Russian Federation. “The criminals used the false information about high-yield investments in various commercial organizations, promising guaranteed profits. The amount of damage exceeded Br290,000. The obtained funds were transferred to a number of accounts controlled by the fraudsters,” he said. Sergei Gamko added that similar crimes were also committed against citizens of Belarus.

During the meeting, the parties agreed to conduct joint investigative and procedural actions in both states regarding interconnected crimes. To ensure proper and prompt investigation of a criminal case concerning numerous crimes committed using information and communication technologies, Belarusian investigators suggested setting up another joint investigative-operational group. This initiative received support from the Russian side.

The investigators who are part of the joint investigative-operational groups were lauded for their work. The event concluded with an award ceremony honoring distinguished employees of the Belarusian-Russian investigative-operational groups.
