Belarus’ PM outlines plans for rental housing sector development

MINSK, 29 May (BelTA) - Belarusian Prime Minister Aleksandr Turchin took stock of the meeting with the head of state to discuss rental housing, BelTA has learned.

During today’s meeting, Aleksandr Lukahenko was presented with a draft regulatory legal act related to rental housing. Among the proposed updates is the introduction of the right to purchase rental housing in settlements with a population of up to 20,000 people.
"Rental housing is one of the main priorities for us in the ongoing five-year period. Plans are in place to build about 5 million square meters of rental housing. The issue of acquiring rental housing in rural areas has been actively discussed for months, and today, our president has supported this initiative," Aleksandr Turchin stated.

He explained why this is a matter of principle for the government. “In small towns (with a population of up to 20,000 people), housing remains a pressing issue. Therefore, it is crucial for people, especially young families, to have the opportunity to rent housing. If they work diligently and stay in these towns, after 10 years they will have the right to acquire that rental housing on favorable terms. Housing is one of the most important aspects of life. Addressing this challenge through the option to acquire rental housing could help retain professionals in rural areas and boost local workforce stability,” the prime minister stressed.

"The president has supported the proposed documents. We are now making minor technical adjustments. I believe the head of state will soon sign them," Aleksandr Turchin added.
He also outlined an approximate timeline for when the new regulations could take effect. “The government aims to enter the next five-year period with regulatory documents that will not hinder the achievement of its goals. Given that the social and economic development program for the next five years must be approved at the Belarusian People’s Congress, the government hopes to define its plans with a clear understanding of their implementation mechanisms. This approach would ensure that time is not wasted next year, allowing for intensive execution from the very beginning of the new five-year period. The program sets specific goals and tasks with allocated resources. Approximately Br13 billion will be directed to build 5 million square meters of rental housing over the next five years. It is a significant investment. The government expects that these plans will help residents in small towns across the country purchase their own homes,” the prime minister noted.

According to him, the prepared documents may need to be adjusted after being signed. "Of course, we will monitor how they are implemented in practice. If we see that any adjustments or corrections are required, we will make them promptly," he concluded.
