Belarus’ national report on rights of persons with disabilities passes review in Geneva

MINSK, 21 August (BelTA) – Belarus’ national report on the rights of people with disabilities and their social integration under the Convention on the Rights of Persons with Disabilities passed the second and final round of the review in Geneva, BelTA learned from the press service of the Labor and Social Security Ministry of Belarus. 

The report was presented during the 31st session of the UN Committee on the Rights of Persons with Disabilities. During the active dialogue, Belarus presented the achievements in the implementation of the Convention and outlined further prospects for building up national efforts in the implementation of the rights of persons with disabilities and their social integration. 

"Belarus fulfills its obligations as a state party to the UN Convention on the Rights of Persons with Disabilities. An initial report on the measures taken by the State to implement the Convention was submitted to the UN Committee on the Rights of Persons with Disabilities in December 2018, and in September 2022 the answers were provided to the Committee's additional questions on the initial report. Over the past years, Belarus has made serious efforts to fulfill the general principles and obligations under the Convention and has achieved concrete results in promoting the integration of people with disabilities into society," the ministry noted.

The country has a complex legislation on the rights of persons with disabilities. The principles of equality and non-discrimination of persons with disabilities were set out in the Constitution of Belarus in 2022. Persons with disabilities are provided with equal opportunities to exercise human and civil rights and freedoms. Belarus is implementing a policy of social integration of persons with disabilities, providing accessibility and improving the quality of their lives, and supporting families with persons with disabilities. The law on the rights of persons with disabilities and their social integration, taking into account the basic principles of the Convention on the Rights of Persons with Disabilities came into force in January 2023.

The ministry highlighted that the main strategic document for implementing the provisions of the convention is the national action plan. It contains specific measures to ensure decent living conditions for persons with disabilities. In order to evaluate their effectiveness, a system of criteria, which includes indicators for the six main spheres of life, has been developed.

The National Interdepartmental Council on the Rights of Persons with Disabilities operates at the government level to coordinate policy on the rights of persons with disabilities. It includes heads of state bodies and national public associations of disabled people. The Council is headed by the deputy prime minister of Belarus.
