Minsk administration instructed to work out solutions on overdue construction projects by 1 August

MINSK, 20 May (BelTA) – Concrete solutions for dealing with overdue construction projects in Minsk will have to be submitted for consideration of the head of state by 1 August. Belarus President Aleksandr Lukashenko gave the relevant instructions during the government conference held on 20 May to discuss social, economic, public, and political development of Minsk, BelTA has learned.

According to Chairman of the Minsk City Executive Committee Vladimir Kukharev, a broad range of matters concerning the development of the capital city was discussed during the meeting. The president was interested in all the topics, particularly social and economic ones, including problems of socially unprotected population strata.

As far as the construction industry is concerned, specific instructions were given concerning the industry's operation and the completion of construction of a number of objects that the head of state closely oversees, Vladimir Kukharev said.

In his words, close attention will be paid to overdue construction projects. “We have to submit concrete proposals on each project for the consideration of the president by 1 August,” the mayor noted. He also mentioned the president wants such situations with overdue construction projects to never be repeated.

Projects of OAO Gazprom Transgaz Belarus in Minsk and Belpars Company (a building near the National Library) were mentioned among the most problematic overdue construction projects. The mayor noted: “We've drafted a presidential decree on unfinished construction projects. There are 18 buildings like that in the city. The draft decree also offers concrete proposals on resolving the situation.” He specified that seizing the land plots in order to allow other investment projects to be implemented in these locations is one of the ideas.

Vladimir Kukharev said: “Besides, matters concerning the development of the site of the bicycle and motorcycle plant were discussed. A presidential decree has been drafted on developing this territory. It will be submitted for consideration of the head of state.” He also stressed: “We will use the example of the bicycle and motorcycle plant and Horizont's site in order to practice the system of introduction of new innovative enterprises in Minsk.”

The mayor also said that instructions had been given to work harder on increasing electricity consumption for heating residential buildings and during construction.

According to Vladimir Kukharev, close attention was paid to economic affairs. “Minsk's economy is working in normal mode. There are no problems. We've hit three out of four performance targets. We failed to hit only the fixed-capital investments target. The president gave instructions to work out approaches on financing investment projects together with the central government and the central bank,” the mayor added.

According to Vladimir Kukharev, foreign trade develops rather fast. Merchandise export rate totaled 139% in January-April 2021. The targeted profitability and earnings were reached. Salary growth rate reached 114%, with budget revenues at 116% as against last year's level, the official said.

The president gave instructions to keep up the pace and ensure the fulfillment of all the assigned social and economic tasks.
