Lukashenko wants strict discipline, frugality in Vitebsk Oblast

VITEBSK, 15 December (BelTA) – It is necessary to ensure strict discipline and frugal use of all resources in Vitebsk Oblast. Belarus President Aleksandr Lukashenko gave the relevant instructions as he presented the new Vitebsk Oblast governor on 15 December, BelTA has learned.

Aleksandr Lukashenko said: “The strictest technological discipline and performance discipline, frugal use of all resources are necessary above all. As a man of science the new oblast governor understands it perfectly well.” In his opinion, the performance of enterprises and the resolution of existing problems depend primarily on these factors.

The president stressed that the physical infrastructure of the agribusiness is in desperate need of modernization. The number of agricultural machines used in the region has decreased, with the number of tractors down by 10% and the number of harvesters down by 30%. “This is why take everything that can move and work and restore it,” the head of state demanded. He had previously instructed Belarusian enterprises to provide support with the matter.

There are also problems with personnel. A number of formal indicators in personnel management draws attention and gives reasons for concern, Aleksandr Lukashenko mentioned. Top officials of the Shumilino District Executive Committee and the Orsha District Executive Committee were replaced three times in the last five years. Heads of the administrations of Braslav District, Tolochin District, Dubrovno District, and Beshenkovichi District were replaced two times.

“The new governor will have to find out reasons of the situation and find solutions, will have to build a smoothly operating human resources vertical in the oblast. The lack of a systemic approach to work with personnel in the region is unacceptable,” the president stressed.

In his words, the stagnation of the region's production sector is another matter. Performance remains heavily dependent on two enterprises – the oil refinery Naftan and the energy company Vitebskenergo.
