
MINSK, 25 February (BelTA) - The task of the Expert Council at the Council of the Republic is to make sure new legislative acts keep things organized internally, Belarusian President Aleksandr Lukashenko said as he received Natalya Kochanova, Chairperson of the Council of the Republic of the National Assembly of Belarus, BelTA learned.
The head of state suggested discussing the work of the Expert Council at Belarus’ upper house of parliament. He emphasized the significant role of this structure.
“It is there to make sure that while distributing powers and transferring them from the president downwards the vertical of power we do not create chaos in the bodies of power and administration. The most dangerous thing is chaos stemming from new laws we pass. Therefore, it is very important that this system works smoothly. This is the primary task of the Expert Council. So I want to know how this work is organized,” the head of state said.

Aleksandr Lukashenko asked Natalya Kochanova to keep this issue under control, especially given her experience as the head of the President Administration. “Power must be power. There should be someone to hold accountable. How will we fine-tune executive discipline in the country if we do not have a properly functioning vertical of power that might be thrown out of balance by new laws? So this is a very important issue,” the Belarusian leader emphasized.

As for the work of the Expert Council, it has held more than 140 meetings since 2021. “We review all the bills and decrees that are put on our desk and then are sent for your signature,” Natalya Kochanova said.
According to her, only a little more than a quarter of the documents are cleared by the Expert Council without remarks. Then they are sent to the body that submits the normative legal act for consideration. For example, to the government. “We do not force anyone to take our remarks and comments into account. We just deliver our expert opinion. They are entitled to their own decisions and choices,” she noted.
The Expert Council at the Council of the Republic was established by order of the head of state in June 2021. Its expertise is maximally utilized in the lawmaking process. It is a kind of filter of the most important legislative decisions for the country.
