Lukashenko approves Belarus’ defense premise for next five-year term

MINSK, 12 December (BelTA) – Belarus President Aleksandr Lukashenko approved the premise for Belarus’ defense in the next five-year term (2026-2030) at a session of the Security Council on 12 December, BelTA has learned.

After the session Belarusian Defense Minister Viktor Khrenin said: “We presented the premise for the defense of our country to the head of state. Later on it will become the foundation of the defense decision and will allow the General Staff and all the government agencies, which participate in the development of this premise, to begin planning the defense of our state in case of aggression.”

In his words, the approved defense premise has been worked out by thoroughly analyzing events of 2020 and Russia’s special military operation in Ukraine. It also takes into account the implemented amendments to the National Security Concept and the Military Doctrine of Belarus.

“We will have to put more efforts into planning, determine the role and the place of every government agency and even explain the role of every citizen of our country in ensuring the defense of our state. It is routine work. There is nothing extraordinary about it. We proceed from the premise that we have no aggressive plans regarding other states. Our goal is to enable conditions preventing a military aggression and the involvement of our country in wars. And if it happens, we have to give a reliable counterpunch,” the defense minister stressed.

Some details of Belarus’ defense premise have been revealed to reporters by Chief of the General Staff of the Armed Forces, First Deputy Defense Minister of Belarus Pavel Muraveiko. In his words, it is a systemic document that represents the foundation for the strategic planning of defense. It contains five main areas of focus.

“Those include the reduction of the level of military danger and the prevention of military conflicts. In other words, the actions we will take in political, economic, informational, and military spheres in order to achieve that. Preparing the state for defense in every sphere starting with economy and ending with the military spheres. Variants of armed defense of our country in various modern conflicts. Apart from that, matters of preparing the economy of the state and the state as a whole for operating in conditions of armed hostilities,” the General Staff chief noted.

In turn, State Secretary of the Security Council of Belarus Aleksandr Volfovich said that the session had been dedicated to considering medium-term planning documents.

“The plan of defense of the state will expire next year. Naturally, it is necessary to take into account the reality, negative trends and incorporate them into the new document. Moreover, we see what is going on in the world today: in Syria, Georgia, Moldova, and other states,” the state secretary noted. “For a year government agencies under the leadership of the General Staff will work out documents of the state defense plan in detail. The structure of the defense plan was also approved by the president today. For a year detailed calculations will be made, documents will be perused, and on the basis of that a set of documents of the state defense plan will be put together and submitted for approval of the Security Council in October-November 2025.”
