Lukashenko approves appointment of heads of local governments

MINSK, 27 March (BelTA) – On 27 March, Belarusian President Aleksandr Lukashenko approved the appointment of heads of local executive and administrative bodies, BelTA has learned.

Ksenia Pantyukhova was approved for the position of the Gomel Oblast deputy governor (in charge of economy, industry). Before the new appointment, she headed the Gomel branch of the Belarusian Chamber of Commerce and Industry.

“Working on the regional level is more difficult: this is not the Chamber of Commerce and Industry, although there was plenty of work there, too. But a region is a region. And [you will be in charge of] its economy, which is our priority now,” Aleksandr Lukashenko noted.

“I am ready to rise up to the challenge, I have experience,” Ksenia Pantyukhova responded.

The president urged her to act in a tougher way and admitted that he is always cautious about appointing women to ‘leadership roles’. “The workload is crazy. You have to take care of everyone at home, and then you go to work, where there is such a heavy workload, especially in this five-year period,” he said.

“Women are strong now,” Ksenia Pantyukhova said.

“I know. I am glad that we have women in high places, but I always feel sorry for them, because this is not an easy job,” the head of state explained.

Sergei Chertkov, Director General of the Mogilevliftmash elevator manufacturer, was appointed the Mogilev mayor.

“They say that [factory] directors are now clinging on to their jobs very tightly. It seems you are not the case. Or were you browbeaten, forced to leave?” asked Aleksandr Lukashenko.

“I was not. I received an offer. I weighed all pros and cons and came to the conclusion that this would be right for the region and for my personal development,” Sergei Chertkov said. “The plant is now operating normally (all targets are expected to be met in the first quarter). Yes, this year will be challenging, but I think the prospects are excellent. Indeed, the Russian Federation plans to replace 120,000 elevators by 2030; there are also new construction projects there. Plus,  Azerbaijan, Mongolia, Georgia, Uzbekistan – there are markets to work on. I think everything will be fine with the enterprise. Mogilev has also been developing rapidly in recent years, and we should keep it up, we need to move on.”

The head of state remarked that he was very familiar with Sergei Chertkov's family, especially his father. “He was such an upstanding man. He was one of those rare people who back then, in Soviet times, took the risk of joining the incumbent President. Such people were very few as others were afraid and so on. I want you to work conscientiously. This is your city. I am sure you love it. We need to develop Mogilev. Yes, it is a promising, growing city, a lot has been done there recently. But Mogilev lags behind other cities, practically all of them. Maybe it is the same with Brest. Therefore, we need to set things to rights both in Brest and Mogilev, especially Mogilev,” Aleksandr Lukashenko said.

The president noted that Mogilev has its unique vibe. The city’s Podnikolye Park has recently been tidied up, and is now one of favorite recreation areas for local residents. “They are proud of it. The Dnieper embankment is a jewel of the city, and we need to landscape its other side, too. It is a good place for people to go out and relax, especially since they have such a river. We will do everything we can to support it. I would like Mogilev to be like Gomel. Gomel is beautiful. There is a river there, too. Grodno is a special city. I have always envied Grodno residents,” the Belarusian leader remarked.

Aleksandr Lukashenko admitted that he loves Belarusian regional capitals very much, but Mogilev needs to be spruced up. “There are places with a lot of potential (and we are already untapping it) that can improve the urban environment in Mogilev,” he emphasized.


Aleksandr Lukashenko asked the head of the President Administration Dmitry Krutoi, who is also the authorized representative of the head of state in Mogilev Oblast, how things are in the region in terms of personnel at the local level. According to Dmitry Krutoi, the situation is normal, some people perform better, some worse, just like everywhere else.
Mikhail Kritsky, general director of Kupalovskoye, the managing company of the holding company, will become the head of the Bobruisk District Executive Committee. The head of the President Administration admitted that the decision to appoint him had been discussed for a long time, including in the light of the tasks set by the head of state. “But Bobruisk District should step up seriously,” Dmitry Krutoi emphasized.

He added that there were a number of serious investment projects to be implemented in Bobruisk District under the ultramodern pig breeding program  and Mikhail Kritsky's experience in agriculture would come in handy. “He should shake things up in a good way, revise the whole policy and strategy of development of Bobruisk District,” Dmitry Krutoi noted .

“Only forward. You cannot afford even half a step backward. You need to produce results every day. We place much hope on you,” Aleksandr Lukashenko said as he addressed Mikhail Kritsky. “I will not object the appointment but keep in mind that you need to provide help and support, and oversee things where necessary. Keep in mind that this is a very important district and a responsible appointment.”
First deputy head of the Leninsky district administration of Mogilev Aleksei Sharai was appointed to the post of chairman of the Krichev District Executive Committee; first deputy chairman of the Dribin District Executive Committee - head of the Agriculture and Food Department Ivan Bagel will take charge of the Krugloye District Executive Committee.

This district, according to Dmitry Krutoi, has also lost momentum, and its core organizations, which the whole country knew of once, have failed in their tasks. “People are certainly feeling it. Salaries are 15% or more below the regional level,” Dmitry Krutoi said. “The previous chairman failed to find any serious points of growth.”

Aleksandr Lukashenko inquired about the situation in Dribin and instructed to closely consider the situation in the district. "We have done a lot to make Dribin a district center. Let it be a small town, but still a district center," he emphasized.

The president shared his plans to visit Dribin District and Gorki District to examine the state of affairs personally.

Director of Bus Fleet No. 6 of the Gomeloblavtotrans company Sergei Yankovich has been appointed as Head of Gomel’s Novobelitsky District administration. Aleksei Vasyuchenko, who previously held this position, has been approved as Chief of Staff of the Gomel Oblast Executive Committee.

"I am also planning to visit Gomel. I want to see what has been done and what is yet to be accomplished there," Aleksandr Lukashenko noted.

Sergei Rubanov, First Deputy Head of Minsk's Moskovsky District Administration, has been appointed as Head of the Moskovsky District Administration.

Artem Shegidevich, Rector of the Belarusian State Aviation Academy, has been named Head of the of Minsk's Frunzensky District Administration. The president instructed that the academy should not keep the rector position vacant for long.

"We have always been proud of our ability to train excellent pilots, especially for civil aviation. Russians have always envied us in this regard. Therefore, we need to fill this position," the head of state stated.

Aleksandr Lukashenko added that several people had been relieved of their positions, but urged not to lose sight of them and put their competencies to good use.”
