Call to bring Belarus into perfect shape within five years

MINSK, 26 September (BelTA) – Belarus should be brought into perfect shape during the next five-year period, Belarusian President Aleksandr Lukashenko said as he announced new appointments on 26 September, BelTA has learned.

Addressing the newly appointed local officials, the head of state urged them to run their districts in a responsible and conscientious way, to demonstrate good management. “We must bring the country into perfect order in the next five years. It should be in perfect condition.” This should be done primarily by today's generation, it is necessary to show the youth a viable development model, especially in agriculture, as young people often underestimate the importance of this sector. “We need to do it impeccably. We need to show the youth who will take over from us how things should be done. So go ahead and don't look back,” the head of state emphasized.

Aleksandr Lukashenko highlighted the important role of the chairs of district executive committees in the state governance system. “You are the linchpin of the vertical of power, you are in the thick of it. You are at the forefront, you are face to face with people. You have the hardest task. The work of the vertical of power and the president's assessment of its performance will largely depend on your work. Therefore, I appreciate your decision to accept your new roles in a manly, decisive and courageous manner, without fear. This means a lot,” the head of state said.

The president told the new appointees to focus on economic issues, primarily agriculture. “You will be the key implementers of the economic policy, especially in agriculture. If the economy does well, we will handle other issues. Feeding and clothing people is the number one task,” the head of state emphasized.

In this regard, Aleksandr Lukashenko reiterated his demand to complete the harvesting campaign and other agricultural works efficiently and in time, and to improve farming efficiency. It is also crucial to tackle the problem of livestock death.

“Sort things out in agriculture. Don't waste time, don't look at anyone,” the president said. He emphasized that the heads of district executive committees have an important leverage- they are in charge of the personnel policy, and no important appointments should be made without their approval.

The head of state paid special attention to preserving and bringing back to life organizations that were set up back in Soviet times. These include, for example, mobile mechanized construction units, district agroservice structures that can repair modern equipment, in particular energy-intensive tractors that are becoming more widespread in the regions, and service milking machines.

There are still attempts to divide and sell  such organizations, including their headquarters. According to the head of state, this should not be allowed under any circumstances. “We need to restore the infrastructure these regions used to have, this will certainly come in handy. All this must be revived. In no case should it be given away or destroyed, no matter the cost,” the head of state said as he set tasks for the heads of district and regional administrations.

The same applies to feed mills across the regions. The launch of the Belarusian National Biotechnology Corporation does not mean that there will be no need for feed mills in the regions, the president remarked. It is necessary to consider logistics matters and preserve and restore such facilities.

“You should bring the districts into shape and make them thrive. Market considerations should be taken into account, but the infrastructure should not be destroyed. You should go there, look around, find your bearings and get down to work. Do not break anything, quite the opposite - restore everything little by little. We got the ball rolling, but the progress is rather slow,” Aleksandr Lukashenko said.

Speaking about improvements in agricultural practices, the head of state noted that many farms fail to plow their lands properly. “It is unacceptable when we reclaim some lands while neglecting others. Farm plots, household plots - everything must be put in order,” the president emphasized.

Aleksandr Lukashenko instructed the Belarus President Administration to establish direct contacts with the chairs of district executive committees. “You should keep in touch closely so that we know their problems and can support them any time,” the head of state said.

“Defend your position,” he continued addressing the heads of the local vertical. “No one will kick you out, not a single governor. You are appointed by the president, only the president can make such a decision. You go there as independent players, independent figures. You have a clearly defined  domain within which you have a free hand,” the head of state noted.
