Prime minister talks about possible date, format, topics of Belarusian People's Congress

MINSK, 27 October (BelTA) – After a government conference hosted by the head of state Prime Minister of Belarus Roman Golovchenko talked to reporters about progress in preparing the next Belarusian People's Congress, about when the congress may be held, about how it may proceed and what its participants will discuss, BelTA has learned.

“The key task we should set before participants of the congress is working out modern, effective, and really functioning mechanisms that will help us resolve the problems that impede economic growth,” Aleksandr Lukashenko said.

In his words, an executive order of the head of state on setting up the congress's organizing committee will be worked out soon. Then the organizing committee will suggest the date, the format, and the topics of the congress to the head of state.

“We expect it will be held in early 2021. Possibly in January or February,” the prime minister explained.

As for the agenda of the Belarusian People's Congress, there are plans to split it into two large blocks – matters of social and economic development and matters of societal and political development of the country.

Following the established tradition, the social and economic block will focus on the program on the country's development for the next five years. “We already see that we've managed to hit all the performance targets [of the current five-year term]. We've managed to surpass some economic targets while some other targets need more work for now. This is why the president gave instructions to analyze what needs to be done, what new mechanisms should be chosen for us to make more confident strides and show a more impressive economic growth rate in the next five-year term,” Roman Golovchenko noted.

Unlike the previous forum the 6th Belarusian People's Congress will also discuss a broad range of matters concerning the country's social and political development. The matters are being actively discussed at dialogue platforms all over the country. Roman Golovchenko assured that the proposals that had been suggested would be accumulated by the organizing committee. The committee will forward them for consideration of the Belarusian People's Congress and will lay the groundwork for discussing possible matters of modernization of Belarus' societal and political system.

In his words, the country's leadership wants the format of the congress to definitely include different points of views and discussions of burning issues. “The plurality of opinions and the representation of various social groups during the Belarusian People's Congress are the foundation of the congress' success and results,” Roman Golovchenko said.
