FM: Belarus’ initiative to develop Eurasian charter aims to build safer world

MINSK, 7 August (BelTA) – Belarus’ initiatives are aimed at building a safer world, particularly in Eurasia, Belarusian Minister of Foreign Affairs Maksim Ryzhenkov said in his piece for the Russia in Global Affairs journal, dedicated to the Eurasian Charter of Diversity and Multipolarity in the 21st Century, BelTA reports.

The Belarusian minister of foreign affairs emphasized: “The initiative associated with Belarus has recently attracted significant interest. It is the idea of developing a Eurasian Charter of Diversity and Multipolarity in the 21st Century. It was first announced at the International Conference on Eurasian Security held in Minsk in October 2023, when Belarus proposed drafting the Eurasian Charter as ‘a guide for our own consolidation and shared progressive development.’”

Maksim Ryzhenkov noted that that the initiative didn't come out of nowhere. “Rather, it was driven by real geopolitical needs and aspirations,” he stated. “Moreover, it logically followed another important Belarusian initiative calling on nations to recognize diverse paths to progressive development. This idea was first voiced by Belarusian President Aleksandr Lukashenko at the 2005 UN Summit.”

“The ‘diversity’ initiative was put forward during a period of global uncertainty caused by the so-called unipolar moment, with its accompanying unilateralism and disregard for international law,” the minister continued. “In this context, through its initiative, Belarus sought to contribute to the efforts of other states in shaping a fair international order where countries could coexist peacefully and pursue their aspirations.”

According to Maksim Ryzhenkov, today's world has become even more unstable than it was four decades ago. Despite ideological and geopolitical rivalry, the Soviet Union and the United States managed to maintain a kind of equilibrium that ensured the stability and predictability necessary for peace and development. However, the disorder created during the unipolar moment - wars, conflicts, gross violations of international law, mass displacement of people – still prevails due to the increasing unilateral approaches in Western foreign policies.

Maksim Ryzhenkov remarked: “In this context, Belarus proposed the idea of drafting a Eurasian charter. The initiative builds on many of Belarus’ previous efforts, including the ‘diversity’ initiative and Aleksandr Lukashenko's recent call for a global security dialogue in the true spirit of San Francisco. All these initiatives aim to contribute to building a safer world, particularly in Eurasia.”

Maksim Ryzhenkov also stressed that the Charter concept has already been discussed at several international forums, with growing interest in the initiative. Notably, the presidents of Belarus and Russia have publicly expressed their support for the idea.

Belarus and Russia outlined their “preliminary views” on the Charter in a document titled Common Vision of a Eurasian Charter of Diversity and Multipolarity in the 21st Century.

“In this document, the two countries presented, among other things, their understanding of diversity and multipolarity, their assessment of Eurasia's role and its influence on global processes and their intended steps to realize this shared vision,” the Belarusian minister of foreign affairs said.
