Belarusian MPs to review WW2 anniversary amnesty bill on 5 May

MINSK, 4 May (BelTA) – Members of the lower chamber of the Belarusian parliament intend to give two readings to the bill on the amnesty on the occasion of the 75th anniversary of the Victory in the Great Patriotic War of 1941-1945 during a regular session on 5 May, the press service of the House of Representatives of the National Assembly of Belarus told BelTA.

Amendments to laws on investigative activities, on the procedure and terms of sending citizens to occupational therapy rehabilitation centers will be given the first reading.

The agenda also includes the ratification of the Belarus-Kazakhstan intergovernmental agreement on cooperation in migration affairs, the second additional protocol to the Universal Postal Convention, and the bill on Belarus' accession to the Marrakesh VIP Treaty (the Marrakesh Treaty to Facilitate Access to Published Works by Visually Impaired Persons and Persons with Print Disabilities).

The MPs will also discuss the matter of the presidential decree signed on 9 April 2020 to amend a number of other presidential decrees in order to bring them into compliance with the law on improving employer-employee relations of 18 July 2019. The previously adopted presidential decrees have been adjusted taking into account the amendments the law had introduced to the Labor Code, including the addition of provisions on employment contracts to the Labor Code.

BelTA reported earlier that the amnesty bill has been prepared by the Supreme Court upon instructions of the head of state. The number of people eligible for the amnesty has been expanded this year. It includes underage citizens, who have committed crimes relating to drug trafficking. They will be eligible for the amnesty regardless of what Article 328 of the Criminal Code says. Applications will be considered only if close relatives promise they will act as guarantors and that their kids will be closely monitored. The guarantors are supposed to come up with a specific list of measures regarding how they will help re-integrate the amnestied persons into the society.
