MINSK, 20 June (BelTA) - In the current circumstances, all available means should work to counter the sanctions policy of the West, Chairman of the House of Representatives of the National Assembly of Belarus Vladimir Andreichenko said at the 62nd session of the Parliamentary Assembly of the Union State of Belarus and Russia in Minsk on 20 June, BelTA has learned.
“The primary goal of the Union State MPs is to actively promote 28 integration programs. Belarusian and Russian ministries and departments have worked out corresponding implementation plans for each of them. About 35% of the 983 tasks have already been implemented,” Vladimir Andreichenko said. “We have increased the number of committees of the Parliamentary Assembly. Today we are going to specify their competences and approve their composition. It is necessary to immediately get down to work, building a clear mechanism of parliamentary control. We should focus on the programs and subprograms, mechanisms and stages of their implementation,” he said.
According to him, we cannot allow the real work to be replaced by the preparation of endless concepts, projects, and be overshadowed by the practical implementation of the reached agreements. “Especially since a principled vision of how to solve most of the problems has already been formed. It is necessary to coordinate the activities of the committees of the Parliamentary Assembly and the national parliaments, to ensure their communication with the ministries and agencies. This will enable us to know what is going on with the programs in real time and to respond promptly to possible problems with their implementation. The second no less important block of questions concerns the order of formation and execution of the Union State budget, implementation of Union State programs and activities,” the speaker said.
“I believe that in the current circumstances all available means should be used to the maximum extent possible and really work, including to counter the sanctions policy of the West. In the same vein, we must look at the decreasing number of Union State programs financed from the budget and the procedure for their development and approval. We must finally get rid of formalism and red tape in this matter. Many popular projects are still at the stage of approval. We should be more serious in choosing projects on the basis of priorities dictated by life,” stressed Vladimir Andreichenko.
The session of the Parliamentary Assembly of Belarus and Russia is running in Minsk. The PA will consider the main lines of work to counter the external challenges and threats, sanctions and Nazi propaganda, and to protect the historical memory. The PA will approve the new memberships of the commissions and elect their chairpersons.
Plans are in place to vest the commissions with the functions of legislative support to ensure the execution of the Union State programs approved by Decree No. 6 "On the major guidelines to implement the Union State Treaty for 2021-2023" of the Supreme State Council of the Union State on 4 November 2021.
