MINSK, 29 October (BelTA) - Sakhalin Oblast is interested in Belarusian digital development projects, Governor of Russia’s Sakhalin Oblast Valery Limarenko told the media following a meeting with Belarusian Communications and Informatization Minister Konstantin Shulgan in Minsk on 29 October, BelTA learned.
"We need to understand people’s needs, get feedback in all areas: healthcare, education, welfare policy, housing and utility services. Digital technologies are a great help with this. We talked about a digital system for regional governance with clear parameters: hospitals, clinics, homes visits by social workers, etc. In this regard, we have a lot to learn from our Belarusian colleagues," Valery Limarenko said. He paid special attention to the assessment and rating portal designed to improve the quality of services provided by organizations.
The governor was also interested in the Belarusian information system "Showcase of Digital Projects for digital solutions and their state registration. It showcases the digital products made domestically. "This is an original solution. I don't know how it will work in our legislation. We still need to see, maybe make some adjustments. But this is interesting to us," he said.
According to him, Sakhalin Oblast is one of the most digitalized regions of Russia. "We make sure that we move forward effectively. This is especially true for investment policy. We have one of the highest paces in terms of investment decision-making. An investor goes through a pre-design part quickly and gets down to designing and construction fast. We have more than 600 investment projects in various fields, and the digital management system allows us to monitor the speed of processes," Valery Limarenko added
Konstantin Shulgan noted that plans have been made to share best practices in digitalization with colleagues from Sakhalin Oblast. "Our assessment and rating portal allows citizens to express their opinion about organizations and the quality of services while managers used it to analyze and receive data on how effectively and efficiently an organization works. This is the trend of the time. Colleagues from Sakhalin Oblast showed an interest in this digital solution. Another solution that attracted their attention is the register of licenses, which significantly simplifies the work process and makes it up-to-date," the minister said. There is also interest in the exchange of experience in the field of smart cities.
Following the talks, a memorandum of cooperation in the field of digital transformation was signed between the Center for Digital Development (Belarus) and the Ministry of Digital and Technological Development of Sakhalin Oblast. On behalf of Belarus, the document was signed by Director of the Center for Digital Development Igor Mikhailovsky, on behalf of Russia - by Minister of Digital and Technological Development of Sakhalin Oblast Alexander Snegirev. The document suggests boosting interaction between the parties in digitalization and digital transformation, including the development of joint initiatives within the framework of programs and projects of the Union State, the Eurasian Economic Union and the Commonwealth of Independent States.
