Russia’s Kaliningrad Oblast keen on exchanging expertise in land reclamation with Belarus 

MINSK, 1 October (BelTA) – Russia’s Kaliningrad Oblast is keen on exchanging expertise in land reclamation and purchasing Belarusian machinery, Governor of Kaliningrad Oblast Alexey Besprozvannykh  said during the 20th session of the Belarusian-Russian Council on Long-Term Cooperation between the Regions, Ministries, and State Administration Bodies of Belarus and Kaliningrad Oblast of Russia. The meeting int eh government was attended by Belarusian Deputy Prime Minister Yuri Shuleiko, BelTA has learned.

Alexey Besprozvannykh noted that the manufacturing sector in Kaliningrad Oblast is one of the locomotives of development. In 2025, the region purchased tractors and other machines. Cooperation in agriculture has been established. "We are following the plan that we outlined with you. Shipments of pedigree cattle are being carried out from Kaliningrad Oblast. We are also considering the possibility of purchasing cattle in Belarus,” Alexey Besprozvannykh said.
He also touched on investment cooperation. Machinery and equipment are being purchased for the investment projects. During the visit to Belarus, the delegation inspected a fleet of land reclamation machinery, an important field of activities for the region. “We are preparing a program for modernizing the land reclamation system and, for our part, have suggested that colleagues draw on your experience, participate in the project work. We are eager to work on these projects in Kaliningrad Oblast together with you," the governor added.

Alexey Besprozvannykh noted that although delivery conditions have become more complicated, suppliers are finding ways to solve logistical issues. "It is very important for us that a flexible system of discounts is in place for shippers and consignees from the Belarusian side. This will enable us to continue ramping up trade,” he said.

The governor also spoke about the completion of the construction of one of Russia's largest milk processing plants in Kaliningrad by the Atlantis group of companies. This also opens up prospects for cooperation.
Other significant industrial facilities are also under development. For instance, Kaliningrad Oblast will be able to supply lithium-ion batteries starting in 2026. GS Group, which manufactures radio electronics, is already cooperating with Integral, a major Belarusian producer. “At INNOPROM, we reached an arrangement to take this collaboration further," Alexey Besprozvannykh emphasized.

Furthermore, Avtotor Holding Company is interested in cooperating with Belkommunmash, Gomselmash, and the Minsk Motor Plant regarding the supply of automotive components. During the previous session of the council, Belarusian Cement Company and the Kaliningrad-based enterprise KTK Logistic signed an agreement to supply of 80,500 tonnes of cement to Kaliningrad Oblast in 2025.

“We also invite the Belarusian side to participate in infrastructure projects,” Alexey Besprozvannykh noted.
