Russian Parliament ratifies agreement with Belarus on restructuring state loan payments

MOSCOW, 28 January (BelTA) – The Russian Parliament has completed the ratification procedures for the agreement between the government of the Russian Federation and the government of the Republic of Belarus on amending the terms of certain intergovernmental agreements in credit cooperation, BelTA has learned.

The document was signed in Minsk on 27 June 2025, and in Moscow on 30 June 2025. It concerns the deferral of payments on Russian state loans. The agreement was ratified by the Russian State Duma on 27 January and by the Federation Council on 28 January.

According to Yelena Afanasyeva, Deputy Chair of the Federation Council Committee on International Affairs, the provisions of the ratified agreement are confidential. However, the day before in the State Duma, Russian Deputy Finance Minister Vladimir Kolychev explained that the agreement provides for the postponement of payments from the Belarusian side for Russian state loans. He clarified that the restructuring envisages spreading the repayment of the principal debt on Russian state loans evenly over the period from 2032 to 2037.
