
OSTROVETS DISTRICT, 14 August (BelTA) – Members of the parliament intend to ratify the treaty on setting up a common market of electricity with Russia in autumn, BelTA learned from Chairman of the Industry, Energy, Transport, Communications, and Digital Development Commission of the House of Representatives of the National Assembly of Belarus Yuri Panfilov.
At the end of 2024 Belarus and Russia signed an interstate treaty on setting up the common market of electricity of the Union State of Belarus and Russia. “The nuclear energy industry is integrated into the Belarusian ecosystem and stimulates the development of electricity markets. The formation and operation of these markets require a legislation adjustment. As for the treaty on the common market with Russia, it affects other laws and regulations. A package principle is at play. And all these matters need to be addressed, technicalities need to be resolved if we are to ratify this treaty. I believe that we will read this bill as early as September-October. It is already practically in the final stage,” Yuri Panfilov said.
As for other legislation innovations, a bill on amending the law on energy saving has been recently submitted to the House of Representatives of the National Assembly. The document is being prepared for the first reading.
An offsite session of the Industry, Energy, Transport, Communications, and Digital Development Commission of the House of Representatives of the National Assembly is taking place at premises of the Belarusian nuclear power plant today. “Such offsite events are rather efficient at detecting the problems that require legislation adjustments. During today’s session of the commission we are considering a number of matters that require an improvement, harmonization of the legislation. In particular, we need to improve legislation on safe uses of atomic energy and legislation concerning the common energy market of the Union State,” Yuri Panfilov noted.
“Apart from that, the MPs are now taking an active part in the formation of state programs. One of these programs is being looked into at today’s session of the commission. We’ve submitted a number of proposals, additions to the program,” the MP added. He was referring to the state program on sustainable energy industry and energy efficiency for 2026-2030.
The MPs also visited the education and training center of the Belarusian nuclear power plant. “We looked at how high the safety standards are, how highly qualified personnel are trained. We’ve been shown cutting-edge technologies and all of us are impressed by what we’ve seen. The Belarusian nuclear power plant is an important and strategic facility for our country. And thanks to the nuclear power plant’s operation the country’s energy security has been ensured indeed,” Yuri Panfilov stressed.
The Belarusian nuclear power plant with two VVER-1200 reactors with the total output capacity of 2,400MW has been built according to the Russian design AES-2006. It is an evolutionary nuclear power plant design with third-generation water-moderated reactors. Such designs boast improved technical and economic parameters. A unique combination of active and passive safeguards is their key feature.
