New regulations expected to more effectively resolve entrepreneurship problems in Belarus' regions

MINSK, 11 September (BelTA) – Regional entrepreneurship promotion councils will follow unified rules. The approach will help more effectively resolve problems of the private sector at the regional level, the press service of the Belarusian Economy Ministry told BelTA while commenting on Belarus' Council of Ministers' resolution No.604 of 9 September 2019.

The resolution stipulates common goals and tasks for all the regional councils. It also introduces uniform procedures and rights of the council, rights and obligations of members of the council, and the procedure for making up the council.

Now the council is supposed to be made up of representatives of the commercial entities operating in the council's region.

The council may include representatives of associations of businessmen, subjects of the infrastructure designed to support small and medium entrepreneurship, the scientific community, natural persons, who are not self-employed businessmen, craftsmen, and owners of farm stays.

A regional entrepreneurship promotion council will be headed by the chairman of the regional executive committee or his deputy responsible for the development of economy in the region. The deputy chairperson of the council will be elected out of representatives of private commercial entities.

The main tasks of regional councils have been determined. They include the development and promotion of initiatives to invigorate entrepreneurship activities and increase the contribution of the private sector to the development of the region, the detection of characteristic problems, the development and forwarding of proposals meant to address them to the country's Entrepreneurship Promotion Council. Apart from that, regional councils will look into disputes and conflicts between entrepreneurs and local authorities.

Information about the work of the regional councils will be publicly available on the website of the relevant regional administrations.

The Economy Ministry believes that the adoption of the unified regulation on oblast (district) entrepreneurship promotion councils will contribute to the resolution of the problems that Belarusian businessmen run into at the regional level. It will also help increase the level of trust of the private sector in municipal authorities. The new rules are supposed to increase the level of responsibility of municipal authorities for making decisions that influence business operation terms in the regions.

The first regional entrepreneurship promotion councils were established in 2011. So far 138 business promotion councils have been established under the aegis of oblast administrations, district administrations, and city administrations as well as the administrations of Minsk's districts. No uniform rules to regulate their work have been available up till now.
