Minister: Social spending dominates Belarus’ 2026 national budget

MINSK, 3 December (BelTA) - Social spending traditionally accounts for the largest share of expenditures in the 2026 national budget, Belarusian Finance Minister Yuri Seliverstov told the media after the MPs reviewed the draft law “On the National Budget 2026” in its second reading, BelTA has learned.

“Traditionally, the largest shares of expenditures are for social items, essentially spending on the social sector. The bulk of expenditures are related to wages and the maintenance of such vital sectors as healthcare and education,” the minister said, responding to a question about the key areas earmarked for funding.

In this regard, nothing is changing, the minister said. More than half of the tax revenues that will be generated nationwide will be directed to these sectors. “In this case, no specific changes are envisaged,” Yuri Seliverstov added.

He noted that spending in these sectors is tied to budget revenues.

It is anticipated that revenues will be higher, not only due to rate increases but also because of more effective revenue administration. “Our colleagues at the Taxes and Duties Ministry have developed entire programs in this regard. However, it is clear that there will be no miracle, so to speak, for everything to suddenly double,” Yuri Seliverstov said.

At the same time, an increase in social sector spending is expected, which will outpace inflation growth.
