Global changes open up new opportunities for EAEU transport industry

MINSK, 11 September (BelTA) – Global changes have opened up new opportunities for the development of the transport industry. The value of the common transportation services and logistics market of the Eurasian Economic Union (EAEU) has increased manifold, Member of the Board – Minister of Energy and Infrastructure of the Eurasian Economic Commission (EEC) Arzybek Kozhoshev said at the plenary session held in Minsk to discuss new opportunities of transport and logistics in Eurasia within the framework of the Belarusian Transport Week forum, BelTA has learned.

Arzybek Kozhoshev hoped that the events held in Minsk would strengthen integration cooperation. "The EEC highly appreciates the role of the Belarusian Transport Week forum. The business program covers the whole range of topical issues of transport industry development, focusing on the need to advance container shipping, accelerated digitalization of transport activities, introduction of innovations and supply chain optimization," Arzybek Kozhoshev said.

According to him, ten years ago, the parties agreed on the provisions of the EAEU treaty and determined that a coordinated policy would be implemented in transport industry. "I can confidently say that during this period we have achieved significant progress on the whole range of transport matters, taking into account industry specifics," Arzybek Kozhoshev stated.

In particular, international road freight has reached the highest level of implementation. Railroads have established rules of access to infrastructure and a unified tariff within the union territory. Administrative procedures for border crossing and control have been simplified. Information exchange between controlling authorities has been improved.

A digital environment for business processes is being formed. The work on the unified transit system and the mechanism of freight traceability and control of cargo movement using navigation seals has reached its final stage. The legal basis for access to the union's internal waterways has been laid down. An agreement on navigation has been signed. It is planned to include water transport of the union member states into the international system of multimodal transportation as soon as the document comes into force.

"As part of the development of transit potential, an agreement on the requirements for weights and dimensions of vehicles carrying out transportation along Eurasian transport corridors is being prepared for signing," Arzybek Kozhoshev emphasized. "There is a new stage in the transport policy implementation based on the roadmap for 2024-2026, which is planned to be approved by the heads of government. Our task is to ensure that the upcoming period will follow the current work. I cannot say that everything is going smoothly in transport industry. A number of areas require high level decisions."

He pointed out that there is a lot to be done to unlock the transit potential of the Eurasian countries. It will be necessary to work out measures to create a competitive environment in the market of transportation services, define legal regulation of transportation conditions, coordinate efforts on joint infrastructure development of international transport corridors, define mechanisms for financing infrastructure projects, and other steps.
