Belarus' Transport and Communications Ministry meets with forwarders

MINSK, 11 September (BelTA) – Representatives of the Transport and Communications Ministry, the Belarusian association of international road carriers BAMAP and international road haulers have taken part in a working meeting via video conference. They discussed cooperation plans of the Transport and Communications Ministry and BAMAP for 2019-2020, BelTA learned from the press service of the agency.

Taking part in the meeting were Deputy Transport and Communications Minister Sergei Dubina, BAMAP chairman Nikolai Borovoi and about two dozen top executives and representatives of road haulers from across the country.

The first point on the agenda was arranging pilot shipments with China. A reminder, the intergovernmental agreement on the international road passenger and freight transportation came into force on 1 January 2020. Sergei Dubina informed that appropriate negotiations had been held with the Chinese side. “The negotiators discussed a possibility of the mutual exchange of permits for Belarusian and Chinese international road haulers,” the deputy minister said.

The participants of the meeting also discussed ways to increase the number of permits for Belarusian companies needed to travel through the territory of foreign states.

Another important matter was how to streamline the distribution, issuance and use of permits. The forwarders also discussed the application of criteria to allow carriers who use the licensing system to access the market. The parties agreed to continue working on improving this mechanism, including by means of a scientific study.

In addition, the participants of the meeting discussed proposals to improve the work of offices that issue permits and the suggestion to increase their number, as well as ways to boost the capacity of a number of highways in Vitebsk Oblast and Brest Oblast.

“The parties also agreed to carry on the work within the framework of the Eurasian Economic Commission to amend the EAEU Treaty in order to streamline the transport (automobile) control at the external border of the EAEU, and to drop registration tokens,” the press service noted.

The press service assured that the meeting will be followed by concerted efforts to address the above-mentioned issues.
