MINSK, 20 June (BelTA) - The Belarus-Russia Union State budget 2021 was implemented with a surplus of RUB17.5 million, Chairperson of the Standing Committee on Budget and Finance of the House of Representatives, Deputy Chairperson of the Parliamentary Assembly of the Union State of Belarus and Russia on Budget, Taxes and Financial Markets Lyudmila Nizhevich told BelTA.
The 62nd session of the Parliamentary Assembly of the Union State of Belarus and Russia approved the report of the Council of Ministers of the Union State on the Union State budget 2021. “Revenue of the Union State budget 2021 amounted to RUB4,750.7 million, or 100.2% of the adjusted annual plan, while spending made up RUB4,723.9 million, with the surplus of RUB17.5 million. The excess of revenue over the planned targets was due to additional non-tax revenues in the amount of RUB9.3 million. Cash execution of the Union State budget spending in 2021 amounted to RUB4,509.2 million (95.5%), which is higher than in 2020 (92.9%). The size of the Union State budget balances decreased: compared to 2020, they were reduced by RUB108.5 million. The balances will be used to finance new programs, projects and activities of the Union State,” said Ludmila Nizhevich.
The inspection by the controlling bodies of Russia and Belarus confirms the final figures of the Council of Ministers' report on revenues and expenses. In 2021 it was provided for the implementation of nine programs and 26 activities of the Union State. The main share was on funding the implementation of the Union State programs (56.4%). Cash execution of these expenses amounted to RUB2,644.9 million.
Six Union State programs were completed in 2021. These are “Development and improvement of the unified system of technical cover of the region's railroads” (2016-2021), “Improvement of border security of the Union State” (“Border”) (2017-2021), “Improvement of military infrastructure facilities planned for joint use to support the regional grouping of troops (forces) of the Republic of Belarus and the Russian Federation” (2018-2021), “Development of innovative genogeographic and genomic technologies for identification of personality and individual characteristics of a person on the basis of studying gene pools of regions of the Union State” (“DNA identification”) (2017-2021), “Development of innovative energy-saving technologies and equipment for production and effective use of biosafe mixed fodder for valuable fish breeds, fur-bearing animals and certain animal species” (“Combined Feed-SG”) (2018-2021), “Development of the Union State hydrometeorological security system” (2017-2021).
“The Union State budget spending in 2021 for the implementation of the 26 activities were approved in the amount of RUB1,312.2 million. Cash expenses stood at RUB1,162.2 million,” the MP added. “The funds were not fully spent due to the cancellation of a number of activities, taking into account the restrictive measures amid the current epidemiological situation,” she said.
