Belarus’ Minsk, China’s Henan outline cooperation areas

MINSK, 13 August (BelTA) - A delegation from the Chinese province of Henan, including members of the Standing Committee of the Provincial People's Congress and the Chinese Trade and Industry Association, is paying an official visit to Minsk. Chairman of the Minsk City Council of Deputies Artyom Tsuran and Deputy Chairperson of the Standing Committee of the Henan Provincial People's Congress Su Xiaohong met in Minsk City Hall to discuss the prospects of further cooperation, BelTA has learned.

Opening the meeting, Chairman of the Minsk City Council of Deputies Artyom Tsuran noted that the Belarusian capital, the same as the whole country, is always happy to welcome Chinese visitors, because the two countries have maintained both friendly but economic ties for many years.

“Comprehensive relations are developing thanks to the leaders of our states. The city of Minsk has received really great gifts, which will be commissioned very soon, and they have already become an architectural adornment of the capital. These are a swimming pool of international standard and the National Football Stadium. They are built thanks to the technical support of China,” Artyom Tsuran said.

He also emphasized that despite the fact that contacts between Minsk and Henan Province are not documented, since 1992 Minsk has progressively established contacts with many Chinese cities through cooperation in the real sector of economy and strengthening of humanitarian ties. This experience can help in strengthening cooperation with Henan Province as well.

“Minsk is the administrative center of Belarus. It account for about 30% of the country's economy and more than 35% of investment coming into the country. It is a rapidly developing city featuring all necessary infrastructure, traditions and ties, which are constantly expanding,” Artyom Tsuran said and added that Minsk had created a legal framework to attract investors.

He told the Chinese delegation about the city's education system, noting that about 5,000 students of Minsk universities are natives of China, and many schools in the Belarusian capital launch Chinese language courses and establish ties with Chinese cities and provinces.

“We are ready to share the best practices in education of our youth. Order and clean streets have become the city’s brands. This is the hard work of the utility services. We have gained a lot of experience in engaging residents in landscaping their yards, green areas. We are also ready to share the best practices in utilities, especially since you have previously expressed interest in this area,” Artyom Tsuran said.

Deputy Chairperson of the Standing Committee of the Henan Provincial People's Congress Su Xiaohong said in turn that she was impressed by what she saw in Minsk.

“Friendship between our peoples is strengthening. Our task is to strengthen it by establishing contacts in economy, culture and education. Henan Province is located in the center of China. It is home to about 100 million people. We boast a wonderful culture and rich history. Four historical capitals of China are located in our province. Henan is famous for its sights, has a developed agriculture, which ranks second in the country, a unique transportation system including high-speed railway transportation and aviation,” Su Xiaohong said.

She emphasized that the province was developing along the path of openness, and introduced the Belarusian representatives to the structure of the region's government and its main tasks.

”We highly appreciate the opportunity to build contacts with your country and hope to deepen cooperation in economy, trade and other sectors,” Su Xiaohong emphasized, inviting the host country to visit the province.

The parties exchanged gifts: the visitors will take home the coat of arms of Minsk, while the collection of souvenirs in Minsk City Hall was enriched with a silk image of one of the world’s oldest cities.

“The relations with the Henan Provincial Administration have not been documented directly, but its representative office of industrialists has been operating in Minsk for a long time. Based on my experience, I would like to note that it is very important when contacts are established between public organizations and institutions. The Chinese are delighted with our way of life and are ready to establish relations, especially since the leaders of our countries have given them a powerful impetus. The elements of people's diplomacy also make a serious contribution to the development,” Artyom Tsuran said.

The area of mutual interests is wide - from industry to culture and education. “Manufacturing industry, export potential, humanitarian ties - all this is interesting for both parties, and we are ready to share our best practices,” he noted.
 
The Chinese delegation was also invited to attend the Minsk Day celebrations in September.

Henan is the breadbasket of China. Wheat, rice, beef, pork and cotton are produced there. In recent years, the chemical industry, machine building and electronics have been actively developing in the province.
