Belarus, Russia strengthen legal cooperation with memorandum

MINSK, 4 April (BelTA) – Belarusian Justice Minister Yevgeny Kovalenko and Russia’s Prosecutor General Aleksandr Gutsan signed a Memorandum of Cooperation between Belarus’ Justice Ministry and the Russian Prosecutor General’s Office in Moscow on 3 April, BelTA learned from the Belarusian Justice Ministry’s press service.

The memorandum is aimed at achieving practical results in protecting the rights of citizens and the interests of both states in interstate bodies, national and international courts, as well as national and international arbitration tribunals.
Under the memorandum, the parties plan to exchange experience, information, and materials on national legislation and its application, hold joint consultations, conferences, workshops, and roundtables, and organize expert visits.

Yevgeny Kovalenko noted that mutual support and open dialogue are essential today. In this regard, establishing a legal framework for exchanging experience in matters of legal protection in international and national judicial bodies through the memorandum is both important and timely.

A day earlier, on 2 April, Yevgeny Kovalenko and Russian Justice Minister Konstantin Chuychenko signed an agreement between the Republic of Belarus and the Russian Federation on certain issues related to the enforcement of writs of execution in cases where Belarusian state bodies and budgetary organizations are the claimants.

The agreement allows Belarusian state bodies and budgetary organizations to submit writs of execution for enforcement in the Russian Federation without the need to open an account in a Russian credit institution.

In applications to initiate enforcement proceedings in Russia, Belarusian budgetary claimants will be able to indicate the account details of the Belarusian Ministry Justice opened in a Russian bank, without needing to replace the party to the enforcement proceedings. Under the agreement, the Justice Ministry will ensure the transfer of funds recovered in Russia to Belarus.
