WWII veteran Aleksandr Kogan receives Victory Day greetings

Ahead of Victory Day, representatives of social services and the leadership of the administration of the Oktyabrsky District of Vitebsk congratulated Aleksandr Kogan, a veteran of the Great Patriotic War, an honorary citizen of the city, and the first doctor of sciences at Vitebsk State Technological University.
