Schools, kindergartens, housing: What Belarus builds in Russia

MINSK, 31 March (BelTA) - Belarusian Architecture and Construction Minister Aleksandr Studnev told the media about the development of cooperation in the construction sector between Belarus and Russia on the eve of the Day of Unity of the Peoples of Belarus and Russia, celebrated on 2 April, BelTA has learned.

“Based on the results of 2025, the industry’s export potential for construction goods and services amounted to approximately $2.4 billion, with about 70% coming from the Russian Federation. Belarusian builders are constructing modern kindergartens, schools, and residential neighborhoods. We are actively cooperating with regions such as Kaluga, Voronezh, Vladimir, Leningrad, and Kaliningrad oblasts,” the minister said.

Specifically, in Kaluga Oblast, 10 schools and 13 kindergartens were built between 2017 and 2025; in Voronezh Oblast, three schools and two kindergartens were built over five years. Russian President Vladimir Putin gave high praise to the project for constructing a school with 1,200 seats in Suzdal, Vladimir Oblast.

“These projects speak to the trust in our builders and their professionalism,” the minister said. “Cooperation has been established with the Ministry of Construction, Housing, and Utilities of the Russian Federation, and work has been organized on the use of replicated and standard designs to harmonize our capabilities in terms of promoting new technologies and simplifying design and construction processes.”
The Russian Federation is the main trade and economic partner of the Republic of Belarus in the construction sector. The parties cooperate in shaping the regulatory framework of the Eurasian Economic Union, in creating a unified repository of project documentation and a repository of research and development results, in the digitalization of the sector, and implement programs and projects within the framework of the Union State of Belarus and Russia.

Currently, in Kaluga Oblast, a school is under construction in Mstikhino, a kindergarten with a swimming pool is being designed in Terentyevo, Maloyaroslavets District, and a kindergarten is being renovated in the town of Medyn. Participation is being explored in the construction of a school in Borovsk and a kindergarten in Obninsk.

In Voronezh Oblast, construction of a school began in September 2025 in the village of Aleksandrovka, Novaya Usman District. Future projects under consideration include the renovation of the Central Stadium of Trade Unions in Voronezh.

In Nizhny Novgorod Oblast, construction was completed in 2025 on a school with 1,500 seats in Arzamas. In 2027, completion is planned for a school project in the village of Krutaya, Kstovo District, and in 2028, for a school in the town of Balakhna.

In Vladimir, participation is explored in an investment project to construct the House of Justice building. In Leningrad Oblast, construction of a school was completed in 2025 in Lomonosov District. These educational facilities received high praise from the heads of the respective constituent entities of the Russian Federation.

One of the flagship areas of the construction sector is residential construction. In Kaliningrad Oblast (by Brestzhilstroi), a residential neighborhood has been built. The Mozyr house building company is successfully carrying out residential construction in Kursk Oblast, the Gomel house building company continues to build residential buildings in Bryansk Oblast, and the Belarusian Quarter residential complex is being built in St. Petersburg as part of reciprocal residential construction projects in Minsk and St. Petersburg.

By Stroitsentr, a subsidiary of Belstroitsentr, construction is underway on a low-rise residential complex in the village of Ulanovo, Medyn District, Kaluga Oblast. During 2025, the first phase of construction was completed: 10 single-family homes were built. By the end of 2026, an additional 22 residential buildings are to be constructed.

Enterprises of the Belstroitsentr-Holding are actively expanding into the niche of industrial facility construction.
