Nuclear, gas, digital: Belarus-Russia energy cooperation on the rise

MINSK, 2 April (BelTA) - The cooperation between Belarus and Russia in the energy sector is becoming increasingly applied and systemic, BelTA learned from press service of the Energy Ministry of Belarus.

The parties cooperate not only in individual area. The parties are building a sustainable model of sectoral integration based on industrial cooperation, unified approaches, and long-term solutions. Today, cooperation covers the entire spectrum, from the supply of equipment and maintenance services to digitalization, nuclear generation, and the formation of common energy markets,” the Energy Ministry noted.

The gas sector remains an important element, forming the foundation of the energy security of the Union State. In 2026, agreements were reached on the terms of Russian natural gas supplies for a new period under the terms favorable to Belarus. As a result of the commissioning of the Belarusian nuclear power plant, which provides about 40% of electricity generation in the country, the structure of the energy consumption mix has changed. However, natural gas retains a significant role. Its consumption amounts to approximately 17 billion cubic meters per year. A sustainable model of cooperation has been established: Gazprom ensures reliable supplies, while Belarus provides transit and makes timely payments.

A logical stage of integration is the formation of a common electricity market of the Union State. The treaty signed in December 2024 defines the legal framework for its operation and provides for phased development taking into account the specific features of the national energy systems. It is expected that the implementation of these decisions will improve the reliability of energy supply, reduce costs, create investment conditions and strengthen energy security through more efficient resource management.

In 2025, the trade of organizations affiliated with the Energy Ministry with Russia surged up by 86.4% year-on-year. Imports grew at an accelerated pace (up by 108.2%), while stable dynamics of interaction are maintained in the services sector.

The practical dimension of cooperation is evident in the modernization of infrastructure and the renewal of the industry. In 2025, the installation of a Russian-made turbogenerator at the Grodno CHP 2 was completed. Simultaneously, work is underway to create a digital model of Belarus’ energy system in the voltage range of 110-750 kV and to develop solutions for the automated exchange of technical information with the Russian energy system.

Cooperation on the technological front has gained momentum too. Digital simulators for personnel training are being installed in the industry, and energy storage projects are being implemented. The use of additive technologies, which make it possible to increase the efficiency of equipment repair and operation, is expanding.

Nuclear energy holds a special place, where interaction covers the entire life cycle of the industry. Contracts have been signed for the maintenance of the Belarusian NPP, cooperation in science has been gaining steam and a system for managing spent nuclear fuel has been established. The parties are exploring further development of nuclear generation, including the construction of a third power unit at the Belarusian NPP and building a second plant.

“In the energy sector Belarus and Russia are consistently moving from individual projects toward the formation of a common technological space. At the same time, it is fundamentally important for our country to maintain and strengthen energy independence, ensuring the reliability of energy supply and the sustainable development of the national economy,” Belarusian Energy Minister Denis Moroz said.
