Opinion: Security in CIS directly depends on interstate cooperation

MINSK, 4 July (BelTA) – The strength of security in the Commonwealth of Independent States directly depends on the level of interstate cooperation. Director of the Department for Cooperation in Security and the Counteraction of New Challenges and Threats of the CIS Executive Committee Albert Druzhinin made the relevant statement at the session of the Council of heads of penitentiary services of the CIS states in Nur-Sultan, Kazakhstan on 4 July, BelTA has learned.

The official reminded that CIS countries and industry-specific cooperation bodies are working hard to prepare for the next session of the CIS Heads of State Council, which is due to take place in Ashgabat on 11 October. The summit is expected to focus on a number of security matters: fight against terrorism and extremism, counteraction of corruption, personal data exchange, and the execution of sentences.

According to Albert Druzhinin, the Council of heads of penitentiary services of the CIS states represents an important link in the fight against crime. The growing number of participants in integration processes demonstrates the importance of such a form of interaction for the CIS states. Thus, Uzbekistan acceded to the agreement on establishing the council in January 2019. Representatives of Azerbaijan and Moldova attend the sessions as observers.

The council's effectiveness will be improved through better information interaction. In particular, the CIS Executive Committee has put together a draft concept on developing information exchange in fight against crime. The document has been forwarded for intrastate approval. “We expect the council will take an active part in the development of regulations on information exchange and will become a full participant of information interaction in the sphere of counteraction of transboundary crime,” Albert Druzhinin remarked.

The fulfillment of the interstate program on joint measures to fight crime in 2019-2023 remains an important area of the council's work as well as the implementation of the convention on handing over persons sentenced to imprisonment of 6 March 1998. Albert Druzhinin also stressed that the development and enhancement of counterterrorism cooperation of the CIS states is a priority. In his opinion, the council should put efforts into suppressing the channel prison inmates use to feed terrorism.

Participants of the session also heard out a report on the experience of the Correctional System Committee of the Kazakh Internal Affairs Ministry. They adopted the council's emblem, discussed the organization of international chess tournaments among prison inmates, and discussed organizational matters. Heads of penitentiary services of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan took part in the session.
