Local councils of deputies in Belarus encouraged to contribute more to regional development

MINSK, 27 February (BelTA) – Local councils of deputies should more vigorously participate in dealing with problems of regional development. Chairman of the Council of the Republic of the National Assembly of Belarus Mikhail Myasnikovich made the statement during the joint session of the council for interaction of local self-government bodies under the Council of the Republic of the National Assembly of Belarus and the Council of the Academy of Public Administration under the President of the Republic of Belarus on 27 February, BelTA has learned.

Mikhail Myasnikovich said: “It has never been more important for people's representatives to participate in the implementation of action programs in their regions, participate in oversight over their implementation, generation of the gross regional product, submission of proposals to resolve topical issues of social and economic development, including taking into account feedback from the general public. This is why every one of you should reformat his or her work. You should take your time to think, sketch up and implement a system of measures to develop the territory, deal with problems in line with the development priorities determined by the 5th Belarusian People's Congress.”

Mikhail Myasnikovich remarked that the intellectual potential and qualified workforce represent the key treasure of the country. “It is through work with human resources that you should initiate and implement more and more projects able to create high-performance jobs, make products with a high added value, which sell well in Belarus and abroad, and increase labor productivity. These factors will fuel the growth of real revenues of the population. It is important to raise salaries only if labor productivity grows. An unjustified increase in salaries will not produce a positive effect and will only increase the tax burden of companies,” the head of the upper chamber of the Belarusian parliament pointed out.

Mikhail Myasnikovich mentioned hiring younger civil servants and enabling conditions for them to demonstrate their skills as most important directions in organizational and ideological work. “Young people represent a strategic resource for the development of our country. I think it would be a good idea for young Belarusians to spend some time working as people's representatives. Councils of deputies include the most politically mature and experienced part of our population. The Academy of Public Administration under the President of the Republic of Belarus plays a special role in training, retraining, and advanced training of human resources. It is necessary to revise curricula, determine specific education topics from the point of view of the practical work of the students. It is necessary to pay more attention to spreading cutting-edge experience using staple districts as an example. Final tests at the end of an education term should be introduced. And this work must be launched right away,” he stressed.

Mikhail Myasnikovich also spoke about employment problems. “Chairpersons of councils of deputies also work as chairpersons of permanently working commissions in charge of coordinating population employment efforts. You should organize effective work of these commissions. I think it is advisable to get members of local councils of deputies involved in this work in order to get objective information about citizens in a difficult life situation. Members of the local councils of deputies know their voters best. The local authorities, which provide information for the population employment assistance commissions to make decisions, should bear responsibility for the information they provide,” said Chairman of the Council of the Republic of the National Assembly of Belarus Mikhail Myasnikovich.
