As many as 179 people had been registered as participants of the meeting. The number included citizens of Belarus, Russia, Ukraine, and Kazakhstan. Representatives of public organizations, ecological organizations, and mass media took part in the event.

The report was compiled by the joint energy and nuclear research institute Sosny of the National Academy of Sciences of Belarus in association with the state enterprise Belarusian Nuclear Power Plant and the Russian state nuclear industry corporation Rosatom. The timeframe for the public discussion of the report was 17 December 2018 – 15 January 2019.
