Call to draw up detailed development plans for backward districts in Belarus

MINSK, 28 February (BelTA) – A step-by-step development plan should be devised for every poorly performing district, Mikhail Orda, Chairman of the Federation of Trade Unions of Belarus (FTUB), said at the 8th FTUB Congress in Minsk on 28 February, BelTA has learned.

The FTUB proposed to resume the discussion of the issue of struggling districts at the national level. “We need to draw up a detailed step-by-step development plan for each district. Such districts will not cope with it by themselves. This is why all relevant institutions, ministries, and regional authorities should pool efforts to address this issue,” Mikhail Orda believes.

Several various proposals regarding these districts have already been put forward. “Some believe that such districts should be incorporated into more successful ones. Perhaps, we should do this with some of them. However, in most cases such a merger will simply bring the development of these territories to a full stop,” Mikhail Orda said.

In 2019, the Belarusian government adopted Resolution No.689 to draw up the development plan for certain regions that fall behind with social and economic development. The list of such territories includes 31 Belarusian districts. The resolution sets forth projects to be implemented in these districts. “However, in many cases there are no specific sources of financing, so it is hard to say when these projects will be implemented. As a result, this process will be dragging for many years, while people need employment now,” Mikhail Orda stressed.
