Belarus, Russia eager to improve financing of joint research projects

ST PETERSBURG, 18 July (BelTA) – Belarus and Russia intend to improve the procedures used to finance joint scientific and educational projects, BelTA learned from Chairman of the Council of the Republic of the National Assembly of Belarus Mikhail Myasnikovich on 18 July.

Mikhail Myasnikovich explained that Belarusian and Russian laws prohibit appropriating budget money for projects to be implemented abroad. If, for instance, Belarusian and Russian scientists work together, the Belarusian side has no right to finance the Russian team of scientists while the Russian side cannot finance the Belarusian team. “Every side finances their own. It is a deterring factor in many situations,” he remarked.

The upper chambers of the Belarusian and Russian parliaments intend to resolve the problem as well as the problem of participation of young citizens in domestic contests and projects. Chairwoman of the Federation Council of the Russian Federation Valentina Matviyenko said that there were plans to allow young Belarusians to participate in various forums held in regions of the Russian Federation and the all-Russian contest Leaders of Russia.

The heads of the upper chambers of the Belarusian and Russian parliaments talked about results of the 6th Forum of Regions of Belarus and Russia. Its final document is turning out to be concrete and systemic. It affects a number of matters relating to cultural, humanitarian, and youth cooperation. The presidents of Belarus and Russia traditionally took part in the forum. It was revealed during the plenary session that the heads of state had reached an agreement in principle on the action program on implementing the Union State Foundation Treaty, the 20th anniversary of which signing will be marked in December 2019.
