Belarus resolute to adopt better scientific research, innovation practices

MINSK, 11 January (BelTA) – Plans have been made to improve approaches to the organization and financing of scientific research and innovation efforts in accordance with the resolution of the second congress of Belarusian scientists, BelTA has learned.

The second congress of Belarusian scientists took place in Minsk on 12-13 December. The congress' resolution was prepared as a result of the plenary session on 13 December. After that the text was improved by a commission. The final text is now available to the general public. The resolution sketches out measures designed to gradually build an intellectual economy and further advance scientific research, R&D, and innovation efforts in Belarus.

In line with the resolution it is necessary to improve program-based and project-based approaches to the organization and financing of scientific research and innovation efforts, including a universal system for long-term innovation cycle forecasting.

The document draws attention to concentrating fundamental research and applied research efforts in priority areas, to ensuring vigorous interaction between academy science, university science, industry science, and corporate science. Development of effective forms of cooperation between science, manufacturing sector, and education is encouraged.

The document calls for active and systemic participation of scientists in providing scientific support for the country's social and economic development and innovation-driven development. The document speaks in favor of further improving the system for training top-qualification scientific personnel, in favor of using progressive forms and methods to encourage scientists to work effectively and to commercialize intellectual property rights.

The congress' resolution suggests large-scale measures to recruit and keep talented Belarusians working in the scientific and innovative sphere. Young Belarusians are expected to take part in the foundation and development of pioneering scientific schools. Belarusian scientists are expected to step up participation in global and regional research, education, and innovation processes. Close attention will be paid to the need to increase the role and interest of engineers, developers, production designers, and technicians in the innovation-driven development of the manufacturing branch of the Belarusian economy and in improving the quality of Belarusian products.
