
MINSK, 31 May (BelTA) - The House of Representatives of the National Assembly of Belarus of the seventh convocation adopted the bill “Convention on the facilitation of border crossing procedures for passengers, luggage and load-luggage carried in international traffic by rail” at its ninth session on 31 May, BelTA has learned.
The draft law has been submitted to the House of Representatives by the Council of Ministers. The draft law to be ratified is the Convention on the facilitation of border crossing procedures for passengers, luggage and load-luggage carried in international traffic by rail. It is a basic legal document, which regulates the main directions and modern approaches to the crossing of state borders in international traffic by rail.
The main purpose of the convention is to facilitate border crossing procedures, which is an integral element in the improvement of passenger transportation in international traffic. The convention contains provisions to minimize the impact of existing barriers in the development of international passenger transportation, to simplify border crossing formalities by reducing the time of control and coordination of state agencies at the national and international level.
The convention regulates the issues directly related to international railway transportation. In particular, the document is aimed at the organization of cooperation of the parties and coordination of activities of state control bodies to facilitate border crossing conditions, definition of a set of measures to agree conditions of state control, including harmonization of requirements for execution of documents used in the course of state control and state control procedures, increase of efficiency of rail border crossing points and reduction of time for state control at borders, organization of coordinated work by representatives of border, customs and other state bodies which conduct state control at borders and also forwarders.
The implementation of the convention will promote the prospective development of railroads, the introduction of new effective projects, including the development of information technology in rail transport, innovative means of control of international passenger trains at border crossings, and also help address various issues arising in international passenger traffic, thereby increasing the competitiveness of rail transport in relation to other modes of transport.
