Belarus approves rules on people declared persona non grata

MINSK, 26 June (BelTA) – The Council of Ministers has approved rules for the list of people declared persona non grata in Belarus. Corresponding Resolution No. 366 as of 24 June 2020 has been posted on the National Legal Internet Portal, BelTA reports.

The rules regulate the inclusion of foreign nationals and stateless persons into the list of people whose entering or remaining in the country is prohibited or unwanted. The rules also define the procedure of removing foreigners from this list and the way this list should be maintained.

The reasons for including people into the list are cited in Article 30 and Part 1 of Article 70 of the Law on the Legal Status of Foreign Nationals and Stateless Persons in the Republic of Belarus. “The entries are made by the State Security Committee based on the information provided by foreign states or international organizations within the framework of international agreements Belarus is party to,” the resolution reads.

A foreigner is removed from this list when the entry ban expires or when the decision to include him/her into the list is revoked.

The State Security Committee, the Ministry of Internal Affairs, the State Border Committee and the Ministry of Foreign Affairs were instructed to bring their internal documents in compliance with the new resolution and to take other measures needed for the implementation of the resolution by 1 July. The document comes into force on 1 July, except for Point 2 that came into force on the day when the resolution was approved.
