The Eurasian Economic Union (EAEU) has not succeeded yet in achieving free trade without exemptions and restrictions, Belarusian Prime Minister Roman Golovchenko said at a narrow-participation meeting of the Eurasian Intergovernmental Council in Minsk on 17 July.
