The basic idea of Decree No.3 “On preventing social dependency” is to encourage people to pay taxes, First Deputy Head of Belarus' President Administration Maksim Ryzhenkov said during an onsite meeting in Rogachev to discuss the implementation of Decree No.3.
Maksim Ryzhenkov noted that the total amount of taxes collected to finance public spending will be not big for the budget. “The main point of the decree is to encourage people to pay taxes, show their incomes,” he stressed.
The First Deputy Head of Belarus' President Administration added that many western countries envisage fines for tax evasion. Using the mechanisms of Decree No.3 Belarus tries to make up for the public spending on the social services provided to people who do not pay taxes in full or at all.
Speaking about the goal of onsite meetings with people, Maksim Ryzhenkov noted that the Presidential Administration would like to explain the norms of the decree and study the main problems people face in the regions.
