Every citizen should take part in financing their country's social and economic development, Belarus' Vice Premier Mikhail Rusy said at a meeting of the Mogilev Oblast Council of Deputies, BelTA has learned.
“In my opinion, all Belarus' citizens should take equal part in the country's development. But not everyone who should make contributions to the budget, actually does it. The state covers a significant share of the costs for a number of public services (utilities, education, healthcare), and the state itself also needs the support,” Mikhail Rusy noted. “Decree No.3 on preventing social dependency made people realize their responsibility towards the state, encouraged them to register as jobless and look for a job.”
According to Mikhail Rusy, Decree No.3 is not perfect and needs polishing. “But it is a normal and fair law. In the nearest time, the Belarusian government together with MPs will finalize the decree and submit it for a public discussion. It is possible that social credit cards can be introduced in Belarus, both as a means of payment and as a document confirming one's rights for particular social benefits,” Mikhail Rusy said.
