The Decree No.3 “On preventing social dependency” is aimed at improving discipline, MP of the House of Representatives of the National Assembly of Belarus Valery Borodenya said in an interview to the STV TV channel on 12 March, BelTA has learned.
In his words, the main point of the decree is not the attempt to replenish the budget. It is to root out grey schemes when people work unofficially and try to bypass the interests of their state. The decree is aimed at improving the discipline of everyone. People should understand that they have obligations to their state and that they should report their incomes. This means that people who work unofficially should legalize their activities, Valery Borodenya said.
According to him, the philosophy of the document is to encourage able-bodied people to work. Working people pay taxes, make contributions to the social security fund and take part in the financing of state expenses through the acquisition of goods and services. People who do not work but claim that they participate in the financing of the state expenses through buying goods and services will have to declare their incomes. The expert added that this will pertain to able-bodied people in the age of 30-40 years old living off their parents.
