Decision to adjust Decree No. 3 is aimed at ensuring social justice

The decision to adjust Decree No. 3 is aimed at ensuring social justice, said Alexander Lutsevich, the head of the Regional Development Department at the Academy of Public Administration under the aegis of the Belarusian President.

“Decree No. 3 deals with a category of citizens who enjoy the benefits provided by the state but who do not participate in the financing of government spending. The decree will be amended soon, and it is important that the list of social dependents will be reviewed to include only those who should and can work,” Alexander Lutsevich said. The amendment will help protect the interests of those who are in a difficult life situation and who need care and attention of the state.

Therefore, the approach should be case-specific, each situation must be considered individually. In this regard, local authorities should take a more active part in the implementation of Decree No. 3. In this case, everything is in the hands of local authorities. They can identify those unemployed who should be placed to work,” Alexander Lutsevich said.

The money raised under the decree will be used to provide help to children, the most vulnerable part of our society. “This is not about economy. Here, we expect, first of all, some social affect, social justice,” Alexander Lutsevich said.

Today's meeting chaired by the head of state highlighted the most topical issues related to the country's development. The participants of the meeting discussed the Belarusian-Russian relations, Decree No.3, ways to place the unemployed into jobs, the need to fulfill the instruction to achieve the average salary target of $500 and ensure a strong executive discipline.
