Lukashenko sets goals before Belarus' Academy of Public Administration

MINSK, 18 October (BelTA) – The Academy of Public Administration under the aegis of the President of the Republic of Belarus should focus on training of new leaders, Belarus President Aleksandr Lukashenko said as he addressed undergraduate and postgraduate students, the teaching staff and other employees of the Academy of Public Administration under the aegis of the Belarusian President in Minsk in 18 October, BelTA has learned.

“The world is changing. So is the society. Requirements to modern leaders get tougher. This means that the system needs new executives, people with leadership qualities and a strong vision for the country's future, highly-motivated and aiming for high results,” the Belarusian leader said.

According to the president, the academy needs to focus its efforts on addressing this important task.

First of all, it is necessary to preserve the achieved level and work further to increase the image of the academy. “Here, only the best specialists, true patriots and state-minded people should work. Their priority is to keep an eye on the latest technologies in the sector and use them to build a foundation for the educational process. Operating executives need to take an active part in the educational process, too,” the president said.

Secondly, an opportunity to train and retrain at this university should be given to promising civil servants with a high managing potential and not to people who are not apt to take up managerial posts or those competing their professional activity. “This is my fundamental requirement,” Aleksandr Lukashenko said.

Thirdly, the academy should produce fully trained specialists who not only have theoretical knowledge, but also have practical experience in solving specific management problems. “This is important because very often good specialists and professionals who are appointed to the posts at the regional level, do not always have sufficient experience. The academy's task is to give these people the knowledge and skills they lack,” the head of state explained.

In his words, the quality of trained specialists, not their quantity, is of crucial importance today.

Fourthly, it is important to notice talented people who can occupy managerial positions in our country. “Everyone who received education or training here should be visible and in demand,” said the head of state. “The main duty of the academy is to provide the relevant information directly to the President's Administration,” the president said.

Fifthly, the educational process should be proactive. “I have repeatedly stated that the academy needs to improve the quality of training of its students in the most relevant areas. Today, many of our managers lack knowledge of foreign languages and PR technologies, as well as competences in the field of digital transformation and economics,” said the head of state.

In his words, the Hi-Tech Park needs to join the process, and plan a training program of digital technology for specialists and managers.

“The most important thing is that the academy should teach its students to get knowledge, develop and transform their knowledge and skills. The key to success for a modern executive is constant self-improvement, striving for personal growth and development,” Aleksandr Lukashenko said.

Sixthly, teaching must be differentiated and practice-oriented. “Someone needs to expand their knowledge in three or four disciplines in a short period of time; others will need a full cycle of training. It is necessary to develop individual curricula and retraining programs depending on the area and experience of a particular student," the president said.

According to him, the academy should once again analyze the structure of the educational process to see how it corresponds to the real life, establish closer cooperation with government agencies and organizations. Internships at leading domestic enterprises and government agencies should become an integral part of this work.

Seventhly, the scientific activity of the academy should be aimed at addressing national tasks, studying the modern political situation in the country and worldwide, the activity of media resources and also opinions and moods in the society. “These are the state-minded people that make up the country's political elite should analyze risks, assess their level, and also forecast the development of the external and domestic political situation,” the Belarusian leader said.

He stressed that the academy needs to attract analysts and experts to work out proposals to enhance the efficiency of government bodies, discuss important managerial solutions.
