Belarus wants new types of technical regulations in construction

MINSK, 6 June (BelTA) – On 5 June Belarus President Aleksandr Lukashenko signed Decree No. 217 to introduce new types of technical regulations – building regulations and rules, BelTA learned from the press service of the Belarusian leader.

The new documents will be developed with a view to creating a progressive system of technical regulations and enabling a transition to flexible and optimized design rules that allow for modern technologies, solutions and materials.

In line with the decree, the building regulations will define standards for safety of buildings and structures. These regulations are legally binding. The building rules represent a set of measures to fulfill the building regulations. The building rules will be applied voluntarily.

These documents are to be passed by the Architecture and Construction Ministry upon the approval of the Intersectoral Council under the Council of Ministers. The building regulations are to be adopted by 1 January 2020, after that the Architecture and Construction Ministry will draft the building rules.

The technical regulations of other government agencies in the part of mandatory requirements to the design and construction of facilities will no longer be valid after the building regulations and building rules come into force.
