The document was developed taking into account the experience of hosting the 2nd European Games Minsk 2019 and the Match Europe vs USA. The decree provides for an integral approach to dealing with matters concerning preparations for the ice hockey world championship that Belarus and Latvia will co-host in 2021.

The decree allows participants, organizers of the competitions, and foreign tourists to enter Belarus without visas. Accredited personnel will be able to use the mass transit system for free.
