Belarus president wants civil servants to get closer to people

MINSK, 18 October (BelTA) – Civil servants should be closer to people and should focus on resolving concrete problems of individuals. Belarus President Aleksandr Lukashenko gave the relevant instructions as he visited the Academy of Public Administration under the aegis of the President of the Republic of Belarus on 18 October, BelTA has learned.

Speaking about the current civil service system, Aleksandr Lukashenko noted that on the whole the model allows accomplishing the main tasks and is constantly getting better. In his words, if problems emerge, they primarily happen due to the careless attitude to one's work and the lack of proper discipline.

“We cannot allow the nation to view civil servants as primarily desk jockeys. Civil servants should be closer to people. They should focus on resolving concrete problems of individuals,” the head of state stressed. “The fact that the Belarus President Administration continues receiving complaints about red-tape practices and foot-dragging unfortunately vividly indicates that the practice of formal communication and replies with no real answers still exists. And you know my attitude to it.”

Aleksandr Lukashenko remarked that the ability to handle assigned tasks effectively is only half the battle for an executive of any level. An executive has to be able to explain decisions and causes of problems to people in a timely, reasoned, and understandable manner. An executive has to be able to answer any question from representatives of the general public or mass media, including inconvenient ones. “Nowadays some executives are essentially afraid of video cameras or microphones of reporters,” Aleksandr Lukashenko stated.

The president reminded that the Public Administration Academy teaches students how to communicate with the press and how to work in an improvised TV studio. The president believes that modern executives should know how to do all of that. “Particularly in view of the rapid advance of information technologies. They represent one of the effective tools for accomplishing many tasks on the national scale,” the head of state pointed out.

According to the president, it is also important to know how to use Internet resources in one's work, how to analyze the public opinion and response to the work of municipal government agencies in social networks, on news forums, how to use these resources for state goals in order to implement important projects.

“Apart from that, a skilled executive should be able to see and support live grassroots initiatives. They should be able to recognize the best proposals and ideas and help implement them. They should be able to use the potential of science and experts. This is why executives and civil servants are expected to be more public and be actively involved in the social and political life of the regions,” Aleksandr Lukashenko stressed.
