Technologies to counteract attempts to destroy constitutional order under consideration in CIS

MOSCOW, 24 March (BelTA) – It is possible for the Commonwealth of Independent States to develop technologies for counteracting the political radicalization of individual population groups and attempts to violently bring down the constitutional order. The relevant conclusion was made after a joint session of the Scientific and Advisory Council under the CIS Anti-Terrorism Center and the Scientific Council of the CIS Security Institute took place in Moscow on 24 March, BelTA has learned.

First Deputy Head of the CIS Anti-Terrorism Center Zhanat Saipoldayev noted that the session's agenda provides for scientific coverage of the matters relating to new technologies for infringing upon the constitutional form of government and public security, technologies relating to the political radicalization of individual social groups and resulting in terrorism. In his words, the experience of security bodies, intelligence services, and law enforcement agencies of the CIS member states already allows working out the relevant technologies for counteracting the political radicalization of individual population groups and attempts to violently replace the constitutional system.

Taking into account the epidemic situation in the CIS member states the meeting proceeded in a mixed form: some participants were present in the flesh while some participants joined the meeting online. Representatives of the relevant authorities from Belarus, Armenia, Azerbaijan, Kazakhstan, Tajikistan, Uzbekistan, Kyrgyzstan, Russia, representatives of the CIS Inter-Parliamentary Assembly, experts from leading research institutions and education institutions of the CIS states took part in the meeting.

Plenary sessions of the Scientific and Advisory Council under the CIS Anti-Terrorism Center are held in line with the program on cooperation of the CIS member states in the fight against terrorism and other violent manifestations of extremism. The choice of topics is guided by requests of the CIS member states bearing in mind terrorist threats, the emergence of new terrorist technologies and destabilization methods. An effective combination of technological, legal, and managerial approaches allows the scientists to form a consolidated stance on every concrete problem and offer an algorithm to resolve the problem to the competent authorities.
