Belarus to use international practices to improve local government performance

MINSK, 21 May (BelTA) – Belarus will use the advanced international practices to improve the local government performance, Chairman of the Council of the Republic Mikhail Myasnikovich said in an interview to SB. Belarus Segodnya newspaper, BelTA has learned.

Mikhail Myasnikovich views the Council for Interaction with Local Government Bodies under the Council of the Republic as a good tool for such work. “All proposals and initiatives are accumulated here. The council has already prepared a roadmap to improve legislation that regulates issues related to local government and self-governance. This is a set of specific measures, an important element of which is international cooperation,” the speaker said.

The council has established good contacts with the Congress of Local and Regional Authorities of the Council of Europe. The head of the upper house of parliament recalled the recent visit of President of the Congress Anders Knape to Belarus, and his meeting with the Belarusian head of state. “Such contacts are a very useful experience that will help us adopt the best practices of the European partners and share our own practices as well,” said Mikhail Myasnikovich. Belarus has a clear-cut vertical of executive power. Its task is to distribute resources in the most optimal way in order to obtain the maximum economic effect and meet the social needs of people. “This model has justified itself in full. Now we must carefully assess the prospects for possible transformations based on our own experience, taking into account the international practices,” the speaker added.

The president instructed the Council of the Republic, as the house of territorial representation, to team up with the interested parties to study the issue of phased decentralization, the relegation of certain powers. There is a need to work out possible amendments and additions to the law on local government and self-governance. The provisions of the current law, including the article on the basic principles of local government and self-governance, remains relevant but, at the same time, needs additional practical application. In the near future, the Council of the Republic, together with the stakeholders, will start working on a concept to improve the local government system. The concept will envisage the adoption of necessary documents to develop legislation in the area.
