Belarus needs new generation laws

MINSK, 14 March (BelTA) - Belarus needs new generation laws, Chairman of the Council of the Republic of the National Assembly of Belarus Mikhail Myasnikovich said at the international conference Instruments to Enhance the Efficiency of Standard-Setting Activities on 14 March, BelTA informs.

“Today we need new generation laws, scientifically grounded and well-adjusted, including comprehensive forecasting of their outcomes,” the speaker stressed.

In his words, legislative acts are many, but they do not always reach the goal they have been worked out for.

Mikhail Myasnikovich is convinced that Belarus needs a more perfect system to draft regulatory acts. “We need to be more aggressive in introducing tools that have proved efficient in other countries. Special attention should be given to predict the consequences of adopting legislative acts, including the assessment of their regulatory impact. We need to thoroughly analyze all possible options for legal regulation, conduct economic, financial, environmental and other calculations, consider multivariate approaches,” he said.

Scientific expertise is given a significant role to play in strengthening the framework and balance of the provisions of draft regulatory acts. The potential of domestic science should be fully utilized, said Mikhail Myasnikovich, adding that this was repeatedly emphasized by the head of state.

Belarus has its special legislation that systematically determines the procedure for the adoption of regulatory legal acts. According to both experts and scientists, it is one of the most advanced in the post-Soviet space. Now the Belarusian MPs are finalizing the draft law "On Regulatory Legal Acts". According to Mikhail Myasnikovich, the draft law should reflect matters related to predicting the consequences of the enactment, scientific expertise of draft regulatory legal acts, and also a package-based principle of working out documents.

On 14 March the Council of the Republic played host to the international conference Instruments to Enhance the Efficiency of Standard-Setting Activities. Taking part in the event were members of the Council of the Republic, the House of Representatives, the Constitutional Court, the Supreme Court, ministries, the National Center of Legislation and Legal Research, the National Center of Legal Information, scientists and foreign experts.

The participants of the conference discussed new approaches to standard-setting. The Council of the Republic will work out recommendations to be included in the draft law on regulatory legal acts.
