Effective efforts to counteract terrorism should be based on a preventive approach, BelTA learned from Sergei Lebedev, Chairman of the CIS Executive Committee, CIS Executive Secretary, during the parliamentary conference on fighting international terrorism in Saint Petersburg.
According to Sergei Lebedev, the experience of the last few years convincingly indicates that effective efforts to counteract terrorism should not be limited to force only. Instead they should be based on versatile approaches, including preventive measures. The draft concept of cooperation in counteracting money laundering, the draft agreement on sharing information in the CIS for the sake of fighting terrorism and other violent manifestations of extremism take this consideration into account.
Taking into account modern trends considerable attention is also paid to neutralizing the use of information technologies, which are used to spread extremism ideas and recruit new terrorists, primarily among young people.
Sergei Lebedev mentioned that the CIS Interparliamentary Assembly plays an important role in providing the legal foundation for priority avenues in the CIS efforts to fight terrorism. A number of model laws adopted by the CIS Interparliamentary Assembly have contributed to the rapprochement of national laws and have been implemented in interstate security programs.
Sergei Lebedev also pointed out that efforts to build up stability and security, joint counteraction of global risks and threats have always been a high priority in the operation of the Commonwealth of Independent States. Cooperation aimed at counteracting terrorism takes into account the central role the United Nations Organization plays and involves interaction with respected international organizations. The number includes the Counterterrorism Committee of the UN Security Council, the relevant bodies of the Organization for Security and Cooperation in Europe (OSCE), SCO, CSTO, the Eurasian group on combating money laundering and financing of terrorism (EAG).
The parliamentary conference on fighting international terrorism has been organized by the CIS Interparliamentary Assembly in association with the Parliamentary Assembly of the Organization for Security and Cooperation in Europe.
